Multiple meanings.

We usually look at this as referring to the White Hats. This could also refer to the deep state though.

When do you play the Trump card?

The major strategic point is that you play the trump card in either of two situations, nr.1 to secure victory and nr.2 to avoid defeat. You want to save it but you also don't want to save it so long that all hope is lost when you finally use it.

You use it when you are confident you won't need it later to win OR when you are desperate.

Covid was the deep state trump card. They intended to use it to finalize their takeover of planet earth. Instead they were forced to use it to try to prevent certain defeat. To prevent Trump from getting a 2nd term and finish what he had started.

The White Hats were prepared for this and planned accordingly. Now we are in a situation where the deep state presumably holds no trump card but the white hats have yet to play theirs. This is a highly advantageous situation in any game.

Another way to put this. Ammunition is hard to come by. Ammunition spent.

So unless the cabal has some surprise cards up there sleeves, project bluebeam, WW3 or something like that, it looks like a very favourable situation. And you have to assume the White Hats are prepared for such predictable moves.
