By failing to adhere to the constitution, the very essence of the federal government is violated. That is, it ceases to exist.
They can certify anything they want, but they can't change the constitution with a vote.
The election was invalid. There was nothing to certify. There probably hasn't been a real election in the US for the past 50 years +.

Maybe he did have the intestinal fortitude. The people needed to be "woke up", so what he did was to prolong the period of time for them to learn about all of the bad things that are happening in the world. If Pence had² invalidated all that would have been accomplished was for the leftist minions to dig their heels in harder and not see that their overloards are truly bad people. Maybe Pence did a good thing.
That's how I think about it. Most of us would never know the depths of tyranny or depravity if it hadn't happened this way.
