I think he's just saying real people lost interest in twitter. It's now mostly bots and NPCs
That's how I see it as well. I mean, most people on this list are actually really active on other platforms like Instagram where they make money with ads and boost their popularity even more
Or at the least, most of their followers are gone or are not real people. Most people will unfollow you if you don't post anything. Yet, they still have the most followed accounts.

Or half the followers are bots. Would hurt twitter to purge bots for people they support to push ideology.
Even if the followers are bots, it does not explain why these people havent tweeted much.
