Raindropdao is a scam. You can't "edit" a Bitcoin wallet. Wallets are simply an address identifier used to identify ledger transactions. You could conceivably change the value of a transaction on a certain node of the blockchain, and then recalculate hash values for subsequent nodes in the chain.
Unfortunately, SHA256 hash does not benefit substantially from quantum computers. Grover's algorithm is about the best you can do, which doesn't actually buy you much against an entire network of conventional hashing ASICs. This is different from ECC public key cryptography, which can use Shor's. The quantum computer threat is in cracking private keys from public keys. Not changing hashed transaction nodes.
If any of what this charlatan says was true, he would not be asking beta testers to send him Bitcoin to be "edited". He could simply modify any transaction he wanted, and using empty wallet addresses he created himself.
So knowing Raindropdao is an obvious scam, I would assume everything else about him is false as well.
