What kind of well-functioning munition is mostly intact after being fired? Was it a dummy warhead with functioning motors and propellant?

It's a cluster munition I believe, it releases bomblets. Maybe the casing looks like this afterwards. I'm not an expert, but a similar casing was found in 2015 (maybe at an airport in Donetsk). It had nearly the same serial.
