The obvious answer to this is to barr all moneys coming in from outside a state. Only legal citizens / residents should be able to contribute to a campaign.

I should have clarified better. Citizens of that particular state. Millionaire actors from LA shouldn't be able to influence an election in Alabama, for instance. Only people who are legal citizens and live in that state should be allowed to donate. And there should be a cap so that the ultra wealthy don't simply buy candidates.
