Yeah, the way I read it is a bit more complex. The Roe v Wade is a huge weapon for the [DS]. The showdown has to happen at some point, and whenever it happens, they believe they can galvanise this into near-civil-war kind of thing. Lets say super charged "summer of love 2020"
So to make the DS use that weapon there has to be considerable amount of motivation. And yes, the weapon is initiated by the DS, as in they give the "green light" for overturning RvW - the SCOTUS is still, ostensibly, under the Cabal control. (Its important for Cabal to believe that they control as many strings as possible, even if most of those strings are not attached to anything on the other end).
So, when you have 2000 mules about to hit (with all the hype around it), and lets assume a particularly juicy bit is set to be released in the new FOIA drop. It would be very tempting for them to pull out the weapon.
In reality, both the 2000 mules (like Lindell Symposium) and the FOIA drop might be duds, or at least not spectacular, and just traps.
FOIA documents are set on a schedule - beginning of each month.
Then its perfect to time a 'leak' to occur during that time, right?

What's cool about these traps is that when They escape them, they leave weakened, hobbling and trailing blood.
It feels like we're finally closing in on this giant spider.
It's been a heck of a hunt.
And they would be "escaping" exactly in the direction we want them to go. Also known as "digging deeper".
