The ghosts in the machine are the CIA and intelligence community. The machine is the institutions we all rely on. Corporations, big tech, government, news media -- all controlled by CIA or "spooks."

They are stating the purpose of the video. It explains one of the objectives of psyops, but they're also trolling the CIA and deep state by calling them out. Just like Trump does to deep state politicians and big tech at his rallies.
