Former 5-0 here... Being a town of 16,000 I can guarantee that they had a part time swat team. That means it consists of officers who work throughout the department, on different shifts even, doing their assigned jobs. When swat is needed they are basically called up and have to report to a certain place at the pd, gear up and most likely travel to the location in a common vehicle.
This is how my much larger employer worked and we knew it would take approximately 45-60 min for them to show up.
My opinion, having taken active shooter training many times, responding officers should've stormed in. Even if they were by themselves. Even if I received an order to stand down I'd risk my job (and life) to go in there to stop the threat. How can these guys and gals live with themselves now, much like the Florida resource officer who ran away. Ugh.

Being a tiny town like that I'd imagine 2 or more of the 6 officer (I saw a picture w 6 of them) we're unavailable. Sick? Vacation? Who knows... Just spitballin... So they had to call in BORTAC.

Having travelled to Uvalde before for work, BP is all over the place as there is a checkpoint nearby and the border is not that far away. It's normal for LE to assist LE.

Border Patrol is federal. See my comment below. I don't think this had anything to do with the school.
