It wouldn't make it into kosher meat. Regular USDA-certified meat from kosher animals isn't kosher; kosher meat comes from a kosher butcher and is quite expensive.

The Japanese once bought a Kentucky Derby winning stallion named Ferdinand. After making big money off of him for years as a breeding horse, the time eventualy came when the horse was past breeding.
In the USA he would have just been turned out in a nice paddock to enjoy his remaining years, after all he had done for his owners.
The Japanese sent this horse live to a slaughterhouse since he was no longer useful to them.

We had a horse meat packing facility in DeKalb, Illinois for years. We find it revolting, but it is more popular in Europe. When they closed it down, they had an increase in animal abuse, and some just let their horses out when they could no longer afford to feed them. At least with the packing facility, there was somewhere to take an old horse they could no longer feed.
