By legitimately combining root words with prefixes and suffixes according to their meanings.

Well, do we need to wait for a committee of words to one day decide 'let inciteful be a word'? Fuck no, we just use it.

you just can’t claim it’s a word and then argue with someone who truthfully claims it isn’t
The reason it’s not a word is because the suffix doesn’t mean what you’re trying to make it mean
-ful does not mean “causing” so to say “inciteful” and try to mean “causing incitement” makes no sense
Merriam-Webster adds and changes definitions all the time.
It was in a (hard copy) version of an Oxford English Dictionary, for example.
Also, it was directly used as far back as 1971 -- so it's not a new word or use case.

So, when a dictionary definition is changed, and an old definition is no longer currently used, it's no longer a word?
