For a little bit of context, he is talking to the executives, the higher ups who oversee and manage the factories. He wants them to be in the presence of the workers, where they can be there face to face, and not be just some person on a phone states away dictating orders to them. Imagine being a factory worker who has to be on the job every single day in the factory, but your boss works from home in another state and doesn't every come in to see the problems or the people face-to-face, yet somehow is going to oversee the the management of that factory without ever being there, dictating orders from far away. This creates a detachment from employees and their managers and can cause lots of internal issues, and lower production. Because Elon says he's always in his factories, oversees everything in person, and not just dictating orders from the comfort of his home, he's expecting the same thing from his executives.
I'm seeing chatter that Elon is off the game board and this guy is yet another actor/double working for the forces of good.

When reading Elon's recent tweets, his tone of voice seems more authoritative than it used to be. Plus there's been signals in his older tweets, that something went down. IIRC there's a tweet where he says he's leaving twitter, but only to tweet soon after it like he never said it.
