As President and Commander in Chief, President Trump had the power to declare martial law or invoke the insurrection act. He did neither. He actually insisted that DC and Congress ask for 20,000 National Guard troops, they refused. They have no grounds to charge him and as sitting President at the time, he has very broad immunity anyway.
Second there was an admission they have nothing on President Trump.
Just an opinion. The Unselect Committee was formed to investigate why the January 6th False Flag failed to deliver the desired results.
Those results were mass casualties at the Capitol, immediate and intense pressure on Pence to invoke Section 4 of the 25th Amendment, and as soon as President Trump was removed, he would immediately be arrested. But timing was everything and the timing was blown up.
Again, just an opinion, the Cabinet Members that immediately resigned are the ones who were prepared to vote for removal. When things didn’t go down as planned, and worse, there appeared to be a counter op to snatch evidence, they freaked out and got out of DC.
Last point. Charging Tarrio might make it even harder to claim President Trump has any plausible responsibility. If someone like Tarrio was involved in planning to breach the Capitol then it can’t be claimed President Trump’s remarks on the 6th caused the events at the Capitol. But we’re talking about the DS, logic doesn’t always apply.

I think devolution is on a set plan that requires some timely disclosure that isn't really in the cards for an emergency attack on a police department.
