The way I understand it, Pence was an "establishment" pick intended to give the ticket a bit more political legitimacy. I also recall reading that the DS was involved, and there was some sort of "deal" going on between Pence and Rosenstein where Pence was being set up for becoming president after Trump was removed.
My line of thought goes along the lines of:
I assume that Ozero issued blanket pardons to his team members. so in order to properly serve justice upon them, they had to be "allowed" to re-offend.
Many were given positions in authority, knowing that they were intending to continue with their criminality.
Everything that they said or did was under severe scrutiny and once sufficient evidence of crime was collected, they were dumped.
Their Pardons are useless to them once they re-offend.
Pence is the subject of many rumours regarding serious offences against minors.
Running as a president as an outsider, VP is the trickiest choice. They will definitely saddle you with one of their own, to control everything you do. VP is literally the handler for an outsider president. I believe Trump managed to trick them by picking a guy they could control (for instance he did not go along with 25th), while also giving them the feeling of comfort that they had everything under control.
I recall there was some kind of contract between Pence and Paul Ryan that when Trump is impeached Pence would take Ryan as VP. This was said to have been agreed to immediately after Trumps inauguration. And that tells you impeachment was in the works before he even took office.
I think whoever recommended Sessions and Barr also recommended Pence.

Ultimately I think Trump needed a rat and he knew just where to find him.
He needed someone to bail him out of a second term or we would have been stuck in the same loop in perpetuity.
He even goaded Pence by prompting him to do the right thing (Which Pence did the opposite of) effectively ending his career.
Now the dems are stuck with the worst presidency in US history, Trump looks like a savior by comparison and all the cards are starting to fall.
This whole plan was centered around getting evil to do what it does best; destroy itself.
