I can't think of any street or building that looks like that one block from the Capitol. They might be somewhere. But the bricks are assuredly not where op says they are.

Sorry, but that isn't a block i recognize and I have been in DC and around the Capitol for 50 years. The senate and house office buildings and Supreme Court and library of Congress are one block away. 4 star restaurants and multi million dollar homes surround the enclave. Look on the Google maps view.

I still don't recognize it. Address needed. Doesn't look like south Capitol street or PA ave or any of the row houses or high rises or restaurants or hotels down by Union Station. All those places are way more than a block away.

It's a construction site. They have rebar, wire reinforcement mesh, construction trailers and so on. They are bricking the side of a building and pouring concrete.
Not saying people can't grab bricks to throw... but this is construction.
I've seen construction sites. They are gated off before there is even a single tool or material there. This is a faux construction site
