Well of COURSE they want some of us to live. How can one be a king of the ash heap and smouldering ruins if there are no slaves to do their bidding and be their serfs? I imagine [THEY] would want obedient and fearful serfs to plow their fields, harvest their food, maintain their castles.... you know, peasant stock to make [THEM] feel more important and to wield their power over. If it's the Stolen Voices plan the vaccinated have little chance. If it's Chris Nodima's plan someone could always get the vaccine. But it's hard to justify taking it before that.
