According to Wikipedia (I know, but this is probably reliable) the IRS headquarters is the Internal Revenue Service Building, 1111 Constitution Ave. NW, Washington, DC, 20224.
He says "the headquarters" (a physical and operational entity). I don't think I am being picky by pointing out it is not a synonym for "corporate charter" (a legal document). If this is true, where is the sauce? And what would it mean? The only legal authorization for the IRS must come from the Constitution; anything else is void.

That’s what they say but from what I’ve read in the past from several sources, the actual headquarters is in Puerto Rico.
A photo of its building and the nameplate would go a long ways toward making this a real issue and not an urban myth.
