F can't fill up unless there is pressure in the system.
Water can't drip up.
According to my hubby (A PhD in Physics and a real genius) there is nothing in the system creating additional pressure. So the water follows the line of least resistance. He agreed with me it had to be F.
Gravity offers resistance though. The weight of the water in F means that L's weight needs to push down, right, and then up with enough force to overcome the weight of water as it builds in F.
