That's because those States you mentrioned don't have nearly the number of spoiled, brain-dead idiots that CA has and those States you mentioned still have a lot of working class people that depend on trustworthy technology that is affordable.
Hybrids make a lot of sense if you really want to reduce fuel usage, especially in urban areas. Doesn't take a large battery, and it doesn't disrupt the grid.
But hybrids don't exert control over the population, so not going to be of much interest to the DS.

Why does the U.S. Patent office use a provision allowing them to slap a "national security" gag order on a patent application? Many energy technologies have disappeared through this means.
There were an accumulation of 5,579 invention secrecy orders on inventions in effect at the end of fiscal year 2015. In that year alone there were 95 new secrecy orders imposed. How many are there today? Only 36 prior orders have ever been rescinded in all the years this Act has been codified.
