Seems like he was campaigning for a sort of re-election. Besides this quote, it was long talked that Japan could give Russia technologies in exchange for the islands. Putin said no because it's very unpopular but perhaps he would re-consider because of the sanctions. Also there were plans for joint ownership so it would be soft on Russian public.
So think of this: he is in power again, he could be a wild card for Russia and against the West. At least make some independent decisions which are so publicly dreaded amongst all. Who knows. He seems to be independent thinker not constraint by "global consensus" and basically talks "Japan first" between the lines.
