One head looks to the past, the other looks to the future.
Some Iron Eagles in the NAZI regime looked left and others looked right.

If you had a left-looking eagle, you are in charge of the past and current state of affairs. If you had a right-looking eagle, you were chosen to manage the Future Aryan World Government.
If you bore an iron eagle, you were "immortal", which is a fancy way of saying that others have been prepared to sacrifice their lives so that you may live.
Initiatives like body doubles, and the like, including trained replacements should you actually bite the bullet. Your name would not be allowed to die. Even if you died, your very reputation was to be immortalized and could never die without approval of those in power. Assassination attempts would always "fail" because the Regime must look untouchable.

Shinzo Abe. He either lost his immortality, or they needed to sacrifice a pawn. White Hats and Black Hats both use these means of immortality, so I'm still 50/50 on if Abe was a good guy or bad. Time will tell. Considering Trump's support of his legacy, I'm leaning towards Abe being good.
His death was planned either way. They typically pick the infirm among them when there is no other option but political assassination to spark a revolution.
