Ground speed <> air speed.
Air-speed is the speed of the air-craft relative to the air around it.
Ground speed is the speed of the aircraft relative to the ground.
For example, you could be flying with an airspeed of 600mph with a 40mph tail-wind. This would give you a ground speed of 640mph (give or take).
I've been on a commercial jet that was coasting along at 650mph, so I guess there's no reason not to be stepping on the gas if it's within tolerance.
Don't forget, 100% has a built in safety margin, otherwise you couldn't push it beyond without it instantly exploding :)
