From the video link, to me it looks like the first shot missed and no one blanched at the shot because in Japan no one thinks of guns... probably a car backfire. Then as there is some response, Abe turns in curiosity and takes the hit to the chest. Obviously not a super high caliber because he wasn't blown away. But it found its mark.
I am not saying that what I just described is the truth, but it is plausible.
In the higher quality video, watch his collar right before the report of the second shot. He is either hit with something, or there was a lot of effort put into details.

I agree. Poisoned projectile or killed by the emts seems more likely than a traditional bullet
Why is the video quality so bad?
On 1/4 speed you can see his collar move before the report is heart and the smoke appear - so he likely was hit by a projectile.
Whether it actually killed him or not..who knows.
