Can anyone give me some advice? Looking for ways to deal with dandruff-whole body dandruff. There must be a supplement or protocol to deal with this. He has oily skin and showers regularly, but shampoos and soap don't really address the underlying cause. Any ideas are welcome
Try an alternative to soap, and keep the skin moisturised.

Sounds like psoriasis...do some research....it's best to keep skin as moisturiser as possible. Epsom salts..cupful in bath....
Try dry brushing and switch to Goat soap. Zum brand goat soap is our favorite, it’s the only thing we use and it smells fantastic. Dry brushing seems so simple, but it works! It not only helps the visual appearance of the skin but does wonders for your lymphatic system. Get into a routine, I promise you won’t regret it.

I agree with everyone about gut health....to add to my comment start a probiotic. This simple addition will help you in so many ways!
As someone said, diet is something to look at. That will take some research and a long process of food illumination. I’m not an expert in this subject. If the body products used are mass market with many harmful toxins I’d look at stopping these. They will cause health conditions down the road much worse than dandruff. Thats a process in itself to find clean products that you actually like and perform the way you expect. You won’t find these in your local store. Even some products marked as clean are made by large corporations. I see this at my local health & natural medicine store & online stores that carry majority of clean products. It might sound crazy, but oils will help skin tremendously. Even oily on skin it balances your skin. Essential oils & carrier oils (like almond, jojoba, coconut, avocado, nut oils, etc) If you have pets, babies or pregnant double check what oil is safe around them. DO NOT use essential oils on skin with out a carrier oil. It will burn! Putting a few drops in shampoo is ok. Safety is in the percentages of the blend. Example: hair losss, Rosemary & Cedarwood are helpful with hair loss. When I was loosing hair I put those oils in my shampoo. Something I’ve found since using clean natural plant based shampoo, they don’t market them as dandruff, normal, oily etc. Thats a marketing ploy by big corp. They might be listed as scalp, color treated, etc.
Look at these stores online for reference. You don’t have to order from them. They have a good selection of clean products. Always double check ingredients. Even at some of these stores I’ve found bad ingredients.

most stuff can be traced to diet, exercise or sometimes environment. i'd start with cutting back on obviously bad stuff in the diet.
potentially changing shaving and/or bathing habits could do it too- do it more or less depending on what baseline is.

I definitely believe that most issues such as this start in the gut. Whatever is being eaten is creating the issue. Not sure about the age of your person but that could be some of it too. There could be a food allergy of some sort. I don't know what your eating habits are but I had a holistic doctor who practiced chiropractic and kinesiology (The dude is amazing) who told me to eliminate Dairy, Gluten, and Soy. Manage sugar intake, don't drink alcohol on back-to-back days, and drink spring water rather than purified, to name a few of the tips he provided. I didn't eliminate gluten for a long while but when I did I saw significant change. It is hard to clean up the way we eat. Especially when the food companies and big pharma are trying to slowly poison us! Not sure if that helps. Maybe search for an integrative health professional who is a holistic practitioner.
I have oily skin/hair and used to have scalp dander. I've had luck using Dr. Bronners Liquid Castile Soap in place of shampoo, body soap, and shaving cream. Seems to really disolve the oil from my skin/hair.
