Learned a bit about Q clearance yesterday, before coming across this story.

They're supposedly considered highly trusted people, some or all of whom have access to nuclear devices.

They don't necessarily have access to devices but they do have access to the US's secrets about creating and maintaining our nuclear stockpile.
