That doesn't make sense. That means IF the white hats put him in there, A LOT of inappropriate touching has occurred by the "actor".

If the black hats did it, then they are risking bad press (not that they care much).

it's confusing and I don't understand it either. All I can tell you is that I haven't seen 2011 Joe since about 2012. You can confirm for yourself.

I'm at work so I can't dig in right now, but the famous sniffing and nipple pinching took place at Chris Coon's swearing in in 2015. That "Buyden" has the more prominent forehead and eyebrows IMO.
