I cannot find any bills newer than 2017, and of course has Steve Mnuchin.

The lack of her signature on bills is a nothingburger. Yellen's signature can't legally be on the currency until a new Treasurer is appointed. Biden said he was appointing a Native American woman in late June (Marilynn Malerba) but as far as I can tell he has not yet appointed her and the office is still vacant. Every article I looked at says Biden announced his intent to appoint her, but even the article in the front page of treasury.gov says things such as "will become" or "will serve". The Treasurer position no longer requires a Senate confirmation so I don't know what the hold-up is.
Yellen sat for her official signature last year, and until a Treasurer is in office new bills will still have Mnuchin's signature on them.
None of this means that Devolution is or is not happening, nor does it mean Biden is or is not legitimate. It simply means a Treasurer is not in office to sit for their signature so the plates can be finished. It may be an excuse to cover for something, but it is a legal one.
