No they are not the same. One is safe to take internally (Lugol's) the other is safe for use topically for dermal injury or to sterilize the skin. Lugol's is a form of Potassium Iodide or KI. Here is a handy link:

Lugol's iodine the same as Providone iodine? Why & how is it used during a nuclear fall out??
It was used after Fukushima to counteract radiation damage.

Re: providone, that’s the topical iodine for cuts, correct? You need something that can be taken internally. Lugol’s is good quality
