If a plane is loitering, the only options are figure-8s or racetrack loops. Figure-8s are more symmetrical with flight loads.

The fighters being refueled won't squawk. The only proof you have that the military is up over the US is the tankers flying refueling patterns. Aka it's happening.

What does all this mean?
There was a P8 Poseidon running similar laps back on July 30th. I always screen shot interesting anomalies w military plans on there. They always seem to cover that bay. Someone sneaking in? It's been busy lately too. Lots of activity.
Only a few days ago I counted 12 P8's up and down that East coastline. They sure are busy watching the Chesapeake bay inlet area as well.
