Listen to the wording. He didn't say Russia killed them.

"Allowing Russia to devastate Ukrane, killing hundreds of thousands..."

I heard a slight pause in his speech, it could easily be a comma, implying they didn't do it, but the act triggered the deaths, which were caused by the invasion, by both sides.

Russians killing DS, Ukrainians killing their own, Russians, and EVERYONE killing the Mercenaries..
