Many years ago, organised crime was always fighting against the government that was trying to take it down. Then they hit upon a plan: Why not BE the government?
That way they could use the power of the government to take down any rival gangs and always fail to catch themselves doing anything wrong. They could tip themselves off about any raids, surveillance, infiltration etc.

The quote attributed to Julius Ceasar has it backward. It's not so much that power corrupts, it's more about the corrupt seeking power.
And the ultimately corrupt seeking the ultimate power.
This is not universally true, as is true of all Universal Truths re: Humanity. But it's a good rule of thumb.
