The code word "Shark" was not included the FBI's list of pedo code words that included hotdogs and pizza. The context around "shark" within these Google reviews tends to be related to priests or the church. I don't think this has to mean an actual religious organization, but rather a commercial or leadership structure in general. For instance, the church could be a safe house and the priest a handler or vendor.
There are a lot of reviews that can be used for decoding this.
Reading the comments I interpreted Shark as a cannibal. There are few comments that straight up reference cannibalism and several talk about the “repugnant smell of the hot dogs”. These reviews are disgusting, insane, and horrifying.
I interpreted it as openly satanic. Satan-worshiping and quite frank and open about it. You walk in a "church" and the cross is inverted. Everyone is in black robes. Skulls and candles. That obvious about it. I'd interpret that as a shark.
Also be reminded in the early days of video games, a church was not where your player goes to worship, but instead to be rejuvenated, given a boost in health points and then regroup before going back out on your day to your activities. Anybody else here remember that? In vidya, church is never a worship center: always a health points booster and usually using potions or blood.
