What do you mean clearly? Petit said you can see them day or night. Armstrong said you can’t see day or night. Chiao said you can see only at night. These are three contradictory answers. Only one can be true.
Well, consider this. "Day" is when you are on a planet surface facing the sun. "Night" is when you are on the side of the planet facing away from the sun. In space you aren't on a planet. Is it day or night?

Please read my first comment where I say the sun being out and do not mention day or night. I only mentioned them in my second comment because I was trying to make it very simple for you. Day is within view of the sun. Night is in the Earth’s shadow. Same on the surface or when in orbit.
