So I live in GA and recently moved from Atlanta to Tifton for reasons. I got a job that requires me to drive through a shitty little speed trap town called Omega, a reputation I didn't know about until after I got my speeding ticket there.
So, long story short, I reengaged my cruise control to 60 when I saw the sign for 55 at the outskirt of the town and there was a cop (black truck, no reflective lettering, parked facing traffic for even less visibility) almost literally right next to the sign and she pulled me over for 60 in a 45 because "technically I didn't pass the sign yet."
I've been driving for 12 years in ATL without ever getting a speeding ticket at all and I've never heard of someone getting a speeding ticket like this so I googled it and found out that, yes, technically that is how it works. I still thought it was bullshit that they park there knowing people will see the sign and speed up so I did more digging and found this:

Warning Signs Required; Signage Requirements Each county, municipality, college, and university using speed detection devices shall erect signs on every highway which comprises a part of the state highway system at that point on the highway which intersects the corporate limits of the municipality, the county boundary, or the boundary of the college or university campus. Such signs shall be at least 24 by 30 inches in area and shall warn approaching motorists that speed detection devices are being employed. No such devices shall be used within 500 feet of any such warning sign erected pursuant to this subsection.
In addition to the signs required under subsection (a) of this Code section, each county, municipality, college, and university using speed detection devices shall erect speed limit warning signs on every highway which comprises a part of the state highway system at that point on the highway which intersects the corporate limits of the municipality, the county boundary, or the boundary of the college or university campus. Such signs shall be at least 24 by 30 inches in area, shall warn approaching motorists of changes in the speed limit, shall be visible plainly from every lane of traffic, shall be viewable in any traffic conditions, and shall not be placed in such a manner that the view of such sign is subject to being obstructed by any other vehicle on such highway. No such devices shall be used within 500 feet of any such warning sign erected pursuant to this subsection.
In addition to the signs required under subsections (a) and (b) of this Code section, each law enforcement agency using an automated traffic enforcement safety device as provided for in Code Section 40-14-18 shall erect signs warning of the use of a stationary speed detection device within the approaching school zone. Such signs shall be at least 24 by 30 inches in area, shall be visible plainly from every lane of traffic, shall be viewable in all traffic conditions, and shall not be placed in such a manner that the view of such sign is subject to being obstructed by any other vehicle on such highway. Such signs shall be placed within 500 feet prior to the warning sign announcing the reduction of the speed limit for the school speed zone. There shall be a rebuttable presumption that such signs are properly installed pursuant to this subsection at the time of any alleged violation under this article.

So, subsection b (2) says that "No such devices [speed detection] shall be used within 500 feet of any such warning sign erected pursuant to this subsection." I'm interpreting that to mean that they cannot be parked and using laser/radar within 500 feet of the sign and need to know if I'm correct in that interpretation because where she put on the ticket that I was when I got clocked is slightly past the 500 ft. mark.

That is a google maps of the area. The red circle is where the speed limit sign was and the green is about where she said I was. The first driveway next to the red is where she was parked. The scale got cut out in the screenshot but it's about 700ft from one circle to the other.
I found out that GA actually has a license system through the Department of Public Safety, GA specifically has anti-speedtrap town laws like the one I posted, and the municipality can lose their license by violating them.
It's physically impossible for them to hand out tickets in the screenshotted section of road without violating either this law, or GA Code 40-14-7, because there's a hill to the south and you can't see any of that area until you are at about the green circle I marked. That said, they're parked out there at 4:30 AM multiple times a week. I saw them there just last night, parked on the driveway closest to the green circle where they don't come into view behind the hill crest until about 60-80 ft.
Assuming I'm correct in the interpretation of these laws, whoever is parking there is either massively incompetent and doesn't know the basic laws around handing out speeding tickets that govern their ability to even have the license for it or, more likely, is banking on people not knowing this or having the resources to fight it and is maliciously flaunting the law and effectively extorting drivers.
Assuming I am correct about this interpretation, what is the best way to go about dealing with this? There's a number on the ticket that says we can call the police chief and discuss it with him, should I call him? Do you think that would give me a quick resolution to this? The advice I found on legal sites details how to fight it in court but 1. I've had speeding tickets in small towns and that shit is a racket that the prosecutor and judge are in on and 2. I'd like the fastest resolution to this because I work 12 hours a day 6 days a week and I don't have the patience for this. I'm willing to pay a lawyer to deal with it for me, and I'm willing to pay him/her more than I'd pay for the ticket just on principle but I'd obviously prefer to save a few hundred dollars if I can.
You admit you were ticketed beyond the point of exclusion, and you admit you were speeding.

Get a traffic lawyer. Look up the most notorious shark you can find, send them the info. They will either take your case or give the advice you need.
Don't go to court on your own either.

I didn't know they consult for free, I'll definitely do that then. How exactly do I know they're a ruthless shark? It's exactly what I want because I intend to get their ticketing license revoked. I've just never had to hire a lawyer before.
Yeah, you can pretty much summarize what is here. These things are usually like 10 minutes or so. Either they can help our they get you out the door quickly. :)
Or refer you to someone that could help. I would google traffic ticket lawyers in the area, look them up to see if they have a good track record. Then call.
I wouldn't fight it. They caught you speeding fair & square.
Pay the ticket.
When you drive through that town, regardless of where you are or what the speed limit signs say on the horizon... drive 42 miles per hour (3 mph under the speed limit).
Yes, it will take 2 minutes extra of your time each day. Meanwhile, you will never have a problem again. Also, it wouldn't hurt to get to know the police chief and the officers. Don't be nasty... just try being nice and getting to know them. Most of them are probably decent people. Try asking if you can have a BBQ Lunch delivered to them from a local restaurant?
Fighting with the police, and especially getting on their bad side, isn't a good first option. Also, don't expect them to give you a break on speeding just because you are being nice. They won't. Be genuine and try to get along. Realize that the speed limit may be set up because they don't want people driving through their small town at 60 mph and risking pedestrian lives, or the lives of the kids who live there.
I know a few small towns around our area that have speed traps. That's how they get revenue for their small town police department. Just go with it. You got caught violating the law. It it upsets you, then don't do it again.
You didn't read the law did you? GA has multiple laws preventing them from running the scam they're running on that stretch of road. And no, I don't drive like the apes in Atlanta.

Last time I drove through Atlanta, every single car I saw in the road was driving so fucking dangerously irresponsible, it triggered a road rage instinct within me.
Just stupid shit driving as the norm- like, 80mph, no turn signal, triple lane changes, diving into off ramps, bumper to bumper; on curving overpasses. Absolute shithead, zero respect, careless drivers everywhere.

Most of the time people just pay the ticket and most prosecutors are overwhelmed. Show up for your court date early and talk to the prosecutor. If you’ve never had a speeding ticket, see if there’s anything he can do and if he isn’t willing to help then ask for another court date bc you’d like to retain an attorney. I would recommend not going in with all the legal stuff you typed, it may do more harm than good. I would reserve that for the attorney, if you decide to retain. The prosecutor will probably knock the charges down but you’ll still have to pay. It’ll be cheaper than an attorney
I went to court with this very argument several years ago. The judge didn't even look up before he rejected my defense and levied a fine plus points against my license. I wouldn't waste my time. Talk to the prosecutor, sure. Get whatever concessions you can but save yourself the irritation and stay out of court.
For future reference if you need it, everything I've seen is that you're supposed to use this info to get the charges dropped, not for a "not guilty" plea.
