By law he has to, and legally he's also allowed to release the full thing at any time. They ask you nicely not to, but there's no law preventing you from releasing it.
You’re absolutely right in the context of many documents that the DOJ insists are secret, such as grand jury testimony where the person testifying is actually free to disclose anything they want about their testimony or the questions asked.
I’m not entirely sure in this case, where it’s an affidavit supporting a search warrant that has not yet led to an indictment - I might be wrong.

Well, it's actually not false. You might be confusing the warrant and the affidavit. Releasing the affidavit to the subject of an investigation prior to indictment would reveal all details of law enforcement efforts to uncover a crime.
Here's what the DOJ submitted in request to keep the affidavit sealed in its entirety: Those facts include “highly sensitive information about witnesses, including witnesses interviewed by the government; specific investigative techniques; and information required by law to be kept under seal” in accordance with the federal rules, the prosecutors wrote.
“If disclosed, the affidavit would serve as a roadmap to the government’s ongoing investigation, providing specific details about its direction and likely course, in a manner that is highly likely to compromise future investigative steps,” the filing said.
