After that, there is no mulligan "decertification" because states don't have any such power to nullify ex post facto. ECA of 1887 is unconstitutional. Congress has no authority in judicial matters. Never has. There is only one remedy, SCOTUS.
I don't have any legal knowledge beyond my own thoughts, but if the states certified fraudulent election results with the citizenry pushing for recounts, it kind of seems they were in on the "steal" and we the people have the right to have our votes counted.
