It can be summed up to this. He is not "currently" leading any investigation. And he aint guilty since his leadership signed off on everything.
He's guilty, but I'd sure like to see the comms between him and his bosses in the FBI.
They may think they've crossed the creek, but I doubt his 'retirement' stops the hounds from following the trail to the hidden enemy. In fact that trail has probably already been run to it's source.

We always gave our warrants to every officer honwas going in to read and sign off. ANTHING OFF got looked at and fixed to do it correctly. Biggest thing was the correct location. We served our own warrants so it was never a problem. But all were held responsible if they went and executed the warrant.
