What I knew before reading the OP was: Russia took control of the nuclear plant from Ukr and cut power to the plant itself to lessen chance of catastrophe in case Ukr gets a bomb through Russian defenses. Russian forces expecting the nuclear agency to arrive any day to inspect the safety of shutdown and confirm status to the world of its condition.
Todays post says that Boris sent soldiers 'with' the nuclear delegation perhaps to sabotage or 'trojan horse' the power plant? Did Boris want to control the plant (an international emergency') to get power for UK with an 'emergency? Or destroy the viability of the plant going forward?
My understanding was that the plant was operating and (!) providing power to Ukraine, under Russian control and supervision. The Ukrainian shelling disabled 3 of the 4 power lines to Ukraine, so the Russians closed them all down and Ukraine is getting no power from the plant, which is a huge plant. Oopsie! I surmise that power is still being provided to the Donbass and liberated areas.
Now that the last-ditch attempt has failed, the IAEA people will be in a position to testify to the truth of the situation. Potential big propaganda fail for Zelensky and Boris. I would like to see a massive cry of "WTF!" from the Western observers.

I think the most likely scenario is that they were to cause a major nuclear “incident” to justify formally declaring war on Russia.
Seems like Boris/Ukraine wanted to seize control of the nuke plant from the Russians, and then use terrorism to threaten a nuke catastrophe on the people of Crimea, putting pressure on Russia to exit the area.
But Russia had it all figured out before the plan could be carried out, and the Ukrainians ended up dead, instead.
If so ... the Ukrainians just showed not only how incompetent they are ("Bay of Pigs" level of incompetence), but also how evil they are.
