Perhaps I'm wrong, but based on what I've read of Steiner's writings, I believe he's referring to vaccinations in a more allegorical sense here. Steiner was an interesting cat and a lot of his writings are steeped in "spiritual science".
He didn't push anyone towards any particular organized religion (that I'm aware of), but he always emphasized the importance of spirituality, embracing nature and not being focused purely on the physical world.
I suppose modern critics would accuse him of being a pseudo-scientist, a racist and probably worse. Based on some of his work, others might call him an occultist. Although I don't use that word in the evil, Satanism sense, I mean it in a sort of esoteric supernatural sense in that he clearly held some belief in mysticism, supernatural potential in humans and just hidden knowledge in general.
I haven't read any of his stuff in many years, but I remember enjoying most of what I read. Some of it can easily be dismissed because it's based on scientific concepts from the 19th century. But there's a lot of wisdom in it as well when it comes to his unwavering belief in individualism and his emphasis on the importance of spirituality and not just focusing on the mundane physical world.

As far as this being an allegorical reference to vaccines, I'm not sure I follow. He states "... medicine ... vaccine ... (administered at) birth ... (injected with a) substance ...". His description of the destructive effects of such actions and goals of those pushing for this do cross over into the spiritual realm. It just seems that he's describing what's happening today with biotech fairly presciently.
