This is a favorite verse of Dispensationalism, which is false doctrine.
Hebrews 13:8
Jesus Christ the same yesterday, and to day, and for ever.
It is scripture but yes they do quote that but the problem is they are not doing a good job with understanding scripture because of, for example their water baptism heresy when the greatest man born of women according to Jesus, John the Baptist said water baptism ended with him as the Christ would Baptize all believers with his Spirit. If I am misunderstanding you please let me know.
2 Timothy 2:15 “Study to shew thyself approved unto God, a workman that needeth not to be ashamed, rightly dividing the word of truth.”
Why do you believe water baptism ended with John the Baptist? Is this why?
Acts 1:5
For John truly baptized with water; but ye shall be baptized with the Holy Ghost not many days hence.
This fact didn't stop Philip from baptizing the Ethiopian eunuch with water.
Acts 8:35-39
35 Then Philip opened his mouth, and began at the same scripture, and preached unto him Jesus.
36 And as they went on their way, they came unto a certain water: and the eunuch said, See, here is water; what doth hinder me to be baptized?
37 And Philip said, If thou believest with all thine heart, thou mayest. And he answered and said, I believe that Jesus Christ is the Son of God.
38 And he commanded the chariot to stand still: and they went down both into the water, both Philip and the eunuch; and he baptized him.
39 And when they were come up out of the water, the Spirit of the Lord caught away Philip, that the eunuch saw him no more: and he went on his way rejoicing.
When Cornelius and his companions heard the gospel preached by Peter, and the Holy Spirit came upon them, Peter baptized them with water afterwards.
Acts 10:44-48
44 While Peter yet spake these words, the Holy Ghost fell on all them which heard the word.
45 And they of the circumcision which believed were astonished, as many as came with Peter, because that on the Gentiles also was poured out the gift of the Holy Ghost.
46 For they heard them speak with tongues, and magnify God. Then answered Peter,
47 Can any man forbid water, that these should not be baptized, which have received the Holy Ghost as well as we?
48 And he commanded them to be baptized in the name of the Lord. Then prayed they him to tarry certain days.
In 1 Peter, Peter compares baptism to the water of the Great Flood.
1 Peter 3:18-22
18 For Christ also hath once suffered for sins, the just for the unjust, that he might bring us to God, being put to death in the flesh, but quickened by the Spirit:
19 By which also he went and preached unto the spirits in prison;
20 Which sometime were disobedient, when once the longsuffering of God waited in the days of Noah, while the ark was a preparing, wherein few, that is, eight souls were saved by water.
21 The like figure whereunto even baptism doth also now save us (not the putting away of the filth of the flesh, but the answer of a good conscience toward God,) by the resurrection of Jesus Christ:
22 Who is gone into heaven, and is on the right hand of God; angels and authorities and powers being made subject unto him.
Paul was struck blind by Yeshua and commanded to go to Damascus.
There he met Ananias, who restored his sight and had this to say-
Acts 22:16
16 And now why tarriest thou? arise, and be baptized, and wash away thy sins, calling on the name of the Lord.
Paul was also baptized with water.
Just because believers are now given the gift of the Holy Spirit doesn't mean water baptism ever ended. There are many examples in the Book of Acts, some of which I referenced above, of new believers getting baptized with water.
Galatians 3:26-27
26 For ye are all the children of God by faith in Christ Jesus.
27 For as many of you as have been baptized into Christ have put on Christ.
Now, I will say this, the thief on the cross next to Yeshua did not receive a water baptism but his belief will save him.
Baptism is an outward sign of something that happens on the inside. If you don't believe Yeshua is the Son of God, baptism is meaningless.
Just as Cornelius and his companions were baptized with water after the Holy Spirit fell on them, baptism is something new believers should do as soon as possible.
If you believe water baptism ended, how do you explain the above verses, by the way?
The book of ACTS of the Apostles is a history documentation. It does not necessarily constitute doctrine. The only people that were water baptized during John the Baptist were the Judahites i.e the nation of Israel. It was to prepare for the Christ that would Baptize or as the word means to immerse in the Spirit of God which he did. Peter also tried to put a law on the Nations to be circumcised until Paul rebuked him.
Water baptism is a heresy because no matter how a pastor spins it, it is a work attached to "getting saved" which is no more Grace but of works. Then that church baptismal behind the pulpit is nothing more than an idol.
Also a mature Peter said this....
1 Peter 3:21 “The like figure whereunto even baptism doth also now save us (not the putting away of the filth of the flesh, but the answer of a good conscience toward God,) by the resurrection of Jesus Christ:”
Peter said Baptism of the Spirit not water saves us! When does God's Spirit immerse us? The moment we first believe and God did that, we didn't.
We don't get saved. We can't save ourselves. God does that every step of the way.
You want to reach a loved one? You better take the Lord with you by praying for that person.

The Apostle Paul was also baptized. He was visited by Yeshua, who blinded him and ordered him to go to Damascus. The first thing Ananias did was baptize Paul with water after restoring his sight.
Baptism is something one does as an outward sign of their belief in Yeshua as the Son of God. Nobody said it was required to be saved and I even gave the example of the thief on the cross who was not baptized by water and said he was still saved because of his belief. Did you miss that part?
How is it possibly a heresy to get baptized? Are you claiming Paul and all the Gentiles who are baptized after the death and resurrection are heretics?
Water baptism is one's public profession of faith, picturing the Gospel. Being completely immersed under the water symbolizes Christ's death; and rising up from immersion under the water symbolizes Jesus' triumphant resurrection from the dead. In water baptism, a born-again believer is testifying to the world outwardly, what has happened inwardly. We are saved BY FAITH alone!
