Bathhouses are not a common thing. I didn't even know we had them in the US before I learned of Obama's nickname: Bathhouse Barry.
It could also be a gym for fitness/workout. Gyms here also have common shower rooms.

I don't think you can just set an age. It depends on the child, and perhaps also on the parent?
