Very simply, the point is that until now, Podesta has not been a senior govt official. Q posted this in 2017 - how would he have known Podesta would once again hold a senior govt position? That is the "decode" they are referring to.

There is no KC or KD. Those are likely date markers. If you replace 11.3 with “ KC “ it doesn't make sense grammatically.
