This office is in charge of policing the police. Which means they don't use it much, but it's powerful when invoked. Set up after Watergate to ensure it wouldn't happen again.
Current guy in charge there, Jeffrey Ragsdale, was swapped in at the end of Trump's term and allowed to stay. May be a key figure. No inside information, but it's a real possibility.

What police are being watched?
It's a DOJ watchdog agency. Designed to detect and prosecute bad federal agents and prosecutors within the DOJ.
Seems like they've been slacking on the job a bit.
Or letting the baddies THINK they were free and clear to do anything they wanted since 0biden "won".
Meanwhile the White Hats are collecting evidence to prosecute.
