You are correct. It may very well be a reference to the hold the Queen as part of Pindar (P in Q vernacular) has on the USA.

I would add though that certain people have a tendency to read documents the wrong way, like the Paris Peace treaty of 1783-1789.

So, if the link is based on the first hypothesis, I can follow that one. If it is based on the second, I call it bullshit. Sorry. But that is a consequence of Common Core and failure of simple 8 grade text analysis.
