It looks quilted, and the all but one of the stars look black to me, maybe the lighting?

I'm looking into the quilted/tufted meaning...

I didn't find anything.

The front and back should be the same, but the positioning makes it appear to be the backside. Is it a distress signal for the state of our Republic?

I think it's possible a stagehand just hung it the wrong way. Like, the stars are embroidered to be seen from one side, and they showed the wrong side. We'll have to see next rally, to see if it's a real thing.
