I keep hoping that the guy is just trying to push the limits of absurdity until people wake up to how stupid they've been. That outfit/gear is not how you "transition" into being accepted as a woman. That's freakshow stuff.

Another option is that he's intentionally trying to get fired or similar in the hopes of scoring a legal jackpot. Either way, same result. Absurdity in the spotlight.
