Why not just have unity and not the "signifying” unity part?

Action speaks volumes more than gestures and symbols do anyway.

-The signifying with gestures is an action of unity.

Pledge of allegence, and a military salute is the same thing. It's a gesture of unity as well as an action.
you expect unity without gesture? Name one thing that everyone is united on. Even God wothout a Devine intervention is not unifying enough.
