Probably not to them.
The Bill says:
"Nothing in this section may be construed to (1) permit any non-citizen to vote in a Federal election or (2) encourage or require a state or political subdivision to permit a non-citizen to vote in a state or local election."
That isn't giving illegal aliens the right to vote. In fact, it says the opposite.
Right after that in the article, the author states the following:
