That flyer appears to be a way of registering your child's information in case they go missing (which is potentially an issue in itself) - I don't see where they are proposing to actually chip the kids, apart from the 'chip' as part of the acronym.
What’s happened since the invention of e-mail and internet?
Post offices closing down, everything online, everything an online form, everything connected.
What about paper money? Cashless, digital, credit cards with chips in them, totally traceable.
The ones signing up gleefully for the CHIP program just might be the ones who decide to go paperless in the near future…. For your protection and convenience of course…
