Logan act, not Hatch act. Hatch act prohibits Executive Branch federal employees from engaging in political activities while on the clock, exception being for the President and VP.

Logan act prohibits US Citizens from negotiating with foreign governments that are in dispute with the US government without first being given permission to do so.. Enacted in 1799, only one individual was ever indicted using the Logan act and that case was not prosecuted.
